Femdom City is an imagined realm governed by a despotic regime in which women hold supremacy over the subordinate males, who are generally slighter and less muscular in stature. Men are charged with the task of reconstructing the partially ruined city, which necessitates their engagement in service-oriented occupations catering to women, enabling them to afford the disproportionately high male taxes.

The urban landscape is segmented into Downtown, Uptown, and the Middletown District, along with pastoral areas like the Farm on the city's outskirts. Downtown presents a grittier setting, and its denizens are often viewed with disdain by the elite women and mistresses from Uptown. However, Downtown has seen a surge in tourists seeking an unrefined femdom experience. Conversely, Downtown's inhabitants carry a resentment towards Uptown's perceived haughtiness, branding most Uptown women as self-centered.

Various factions vie for control over the city. One such group, a Downtown street gang, has allied with the Futanari—powerful, tall women possessing both male and female attributes—to dominate the neighborhood. The city's law enforcement focuses on Uptown and Middletown, where prominent businesses such as FemmeCorp and The Rubberfactory hold sway, and significant establishments like the administrative offices and educational institutions are situated.

Among the city's roster are distinctive groups that defy simple categorization, such as the Church of Kink, led by dominant nuns with their own set of rules, and the ruling government of Mayor Beatrix de Jaager, noted for enacting peculiar statutes to further entrench female dominance. Mayor de Jaager's ambitious plans and the enigmatic organization known as MANTIS remain shrouded in mystery, and it's uncertain what unraveling these revelations may entail.

Previously, a significant number of men rose up against the government when the city was named Femdale City, leading to destructive riots that resulted in the former mayor's resignation. Mayor de Jaager assumed power, implementing new legislations that empowered the military and police to firmly subjugate the men.
